Recent newspaper reports particularly published in vernacular language have reported the plight of the patients and relatives of those who have been tested positive of the virus. Certain shortcomings in the public health care system are projected.Further, the Court observed,”While recognizing the need to allow the Government to do its duty during these difficult times, this Court is of the opinion that the time has come when the Court needs to make inquiries from the Government with respect to the issues revolving around the handling of coronavirus spread in the State and more particularly of providing health care to those who are tested positive.” (emphasis supplied)Important observations made by the High CourtThe Court took into account the following points:* Taking the example of a COVID Centre, the court noted that the number of patients admitted at the said centre was higher than the total number of beds available.* In the entire State, it appears that there are only 19 ventilators available, all at AGMC and GBP hospital, Agartala. This would imply that all patients with acute breathing problem and who are required to be put on a ventilator would have to be shifted to Agartala.* If such a situation develops suddenly, shifting the patient from a remote area would be a challenge.* The Court also came across a newspaper report published in Daily Desher Katha describing the plight of a corona patient who took discharge from AGMC and GBP hospital in order to admit himself at ILS hospital, Agartala which is a private hospital, but was refused admission.Consequently, the Court noted that these and various other issues require further examination. Under the circumstances, the Court sent the notice to the respondents, returnable for 18th September 2020.The respondents have to file a reply before the returnable date, particularly providing the following details:1- The number of active corona cases in the State, if possible with district wise break-up.2- The number of corona treatment centres with the break-up of which are fully equipped with necessary infrastructure, medicines and medical and paramedical staff.3- Whether there is any private hospital in the State which has been given permission to admit coronavirus patients. If yes, the maximum capacity of such hospital(s) to admit such patients and the treatment charges which these hospitals have been authorized by the Government to collect from the patients.4- Steps taken by the administration to ensure that the relatives of the patients are updated about the health condition and the treatment being given to the patient as well as to ensure the communication between the patient and his/her relatives.5- Details of the fund allocation at different Government hospitals treating corona patients. The break-up of the funds available for corona treatment and treatment for other ailments if bifurcated shall be provided.6- Details of availability of essential equipment such as oxygen supply devices, PPE Kits for doctors and paramedical staff etc.7- Details of availability of doctors and paramedical staff at each corona treatment centre and the assessed requirement of such medical and paramedical staff as also, the basis on which such assessment has been made by the State.Lastly, the Court remarked,”We are sure the Government would address the concerns of the general public as are projected by the print media and take such measures as are necessary to improve the condition in Government treatment centres.”Click Here To Download Order[Read Order] Next Storylast_img read more


Charting the leatherbacks


first_imgIn February 2008, Jennifer Bremer spent 10 days on the beach in Playa Grande, Costa Rica. Daytime temperatures hovered in the high 80s.But for Bremer, a veteran middle school math teacher, it was not your average beach vacation. She traveled to remote northwestern Costa Rica as a fellow with the Earthwatch Institute, an international nonprofit that specializes in matching citizen scientists with professionals leading field expeditions around the world.The institute, among the largest of its kind, just moved its headquarters into a Harvard-owned building in Allston, Mass., bringing with it more access for area schoolchildren and teachers to its fellowships and other resources.On her work trip, Bremer slept in a bunk bed and ate two meals a day while collecting data for biologists interested in the nesting habits of leatherback turtles, an endangered species whose young emerge from eggs laid on Costa Rican beaches.At night, Bremer and other volunteers slipped quietly onto the beach to lie behind the 450-pound reptiles. They counted the turtles’ ball-like eggs as they dropped into deep sandy nests. The volunteers also recorded the size of the creatures and tagged the newcomers. They also tracked the fate of hand-size hatchlings, which had to run a gauntlet of predators — crabs and birds — to reach the sea.Leatherback turtles, whose winglike flippers can span 9 feet, are “pretty much dinosaurs,” said Bremer. “Big, solid, and stubborn.” They lumbered onto the beach to dig their nests, leaving behind tracks as wide as a farm tractor’s.The Earthwatch expedition brought adventure, knowledge, and ecological thrills, said Bremer, who teaches in Framingham, Mass. While at the research site, she blogged about her experience, and readers chimed in from the United States, Canada, Mexico, and Brazil. She also taught daytime lessons via Skype for her students. They practiced math skills by charting temperatures, and by doing metric conversions on distances from sea to nest.When she returned to school, “I was the coolest thing, for a month or two,” said Bremer of the students’ reactions. “All of a sudden, I was everybody’s hero.”The experience inspired Bremer to deliver talks at other schools, to develop new lesson plans, and to take a summer seminar for teachers at Boston College’s Urban Ecology Institute. “They really got that ball rolling,” she said of Earthwatch. “There’s so much we can do with kids. Tyus Battle’s altered shot ‘was always fine’ amid his early-season struggles

Seated in the middle of Syracuse’s locker room minutes after dropping 26 points on the Big Red, Battle was distracted by a television on the wall. But when a reporter asked a few questions about his shot, Battle perked up.Battle lifted his right wrist up toward his chest and started flicking. First, he pantomimed a motion almost directly forward, a line-drive shot. That’s what he said his shot used to look like. Changing his jumper had consumed last summer as he looked to become more NBA-ready.Then, he raised his right elbow, creating an arm angle slightly greater than 90 degrees to increase his arc. With it raised, his follow-through pointed upward, toward the TV mounted on the wall.“I’m trying to get my elbow up,” Battle said. “Completely up. And now it’s a better opportunity for the ball to go in the basket.”After leading Syracuse (6-2) in scoring a year ago, Battle’s shots didn’t fall in SU’s season-opener. Despite the small sample, the questions began, and they haven’t stopped since. But work with NBA trainer Drew Hanlen during the summer — and the hundreds of shots that followed each week — proved the struggles were an anomaly. Battle has quickly turned it around and leads the Orange in scoring (17.0 points per game), again, despite scoring a season-low two points on Tuesday. He put his name into the NBA Draft discussion, and attended a pre-draft workout with the Los Angeles Clippers. While in L.A., he got in touch with Hanlen, who’s trained young NBA stars like Joel Embiid and Jayson Tatum, among others. Battle and Hanlen worked out the first time the night before the prospective draftee’s workout with the Clippers.Hanlen, an NBA skills coach and consultant, hoped to “iron out” some of the hitches in Battle’s jump shot, so they worked out for a few hours that night. And they worked well together, Hanlen wrote in an email. They continued their partnership throughout the summer. Their goal: create a “smooth, free-flowing shot,” Hanlen wrote. By the end of the summer, Hanlen wrote that Battle’s shot-release time dropped from a second to half a second.“He has some of the tightest handles I’ve seen in a college player,” Hanlen wrote, “so we really locked in on shooting mechanics.”But it didn’t show up in game one: Battle shot 3 for 10 against Eastern Washington on Nov. 6. That was followed by three more games below 50 percent from the floor, including only one 3-pointer in SU’s first four games.Then, Battle broke out. He made 8-of-10 shots against Colgate on Nov. 21, including all three of his 3s. Afterward, Boeheim said he hoped “nobody ever changes his shot again.”Battle didn’t feel like he’d done anything differently, he said. He rewatched six games worth of his tape before facing Colgate and noticed he wasn’t ready to shoot on the catch. But Battle’s shooting mechanics didn’t change. Many of his early-season attempts came after some dribbling or late in the shot clock. But now, when a swing pass comes, he often catches on his way down from a hop step, already preparing to shoot.That day, and against Ohio State and Cornell, the shots went in. But Battle struggled against Northeastern on Tuesday, going 1 for 7. In response, Boeheim summed it up simply, saying “It happens.”With the return of Frank Howard as the primary ball-handler, Battle shot 64.8 percent, including 8 for 11 from 3-point range, in their first three games together this season. The junior thinks he’s benefited from better looks this season, and that’s allowed him to take advantage of the major mechanical shift he feels this summer gave him: a higher arc.In the season’s first few games, Battle seemed intent on driving to the basket, shooting runners off one leg and hoping for fouls. Now, he’s locked back into his pull-up jumper that was so effective a season ago. The 6-foot-6 junior rises up so high on his shot that he’s at no risk of getting blocked.Now, in a groove, Battle doesn’t hesitate. His left foot lands first, then his right a little ahead. All that’s left to do from that point, with the threat of an explosive first step keeping the defender off of him, is to rise up and knock it down.“When you see the ball go in, it makes things a lot easier,” Battle said. “Especially when you’re looking to score the ball.”He’d put the work in. Battle spent time watching film of his own shot, along with watching tape of his idol Kobe Bryant’s jumper. Battle worked out with professionals like Embiid and Tatum, but also took shots under his father, Gary’s, supervision even as the Dome floor was being converted to a football field after SU’s season opener.Most importantly, based on Battle’s continued self-message this season, he just shot. He shot before practice. He shot after practice. He shot between classes.After the shots finally fell against Colgate, Battle wasn’t surprised. NFL trade rumors: 49ers, Packers have expressed interest in acquiring Chiefs’ Dee Ford


first_imgThe Chiefs placed the franchise tag on Dee Ford, but they are open to trading him and they have at least a couple of suitors.The 49ers and Packers have both expressed interest in acquiring the pass-rush specialist, according to NFL Network. The Packers run a 3-4 defense so the fit there makes plenty of sense. The 49ers though run a 4-3 so that fit isn’t quite as good. However, the Chiefs have not said Ford can’t play defensive end in a 4-3 scheme.The team is willing to hold on to Ford and play him at that position if they can’t find a deal for him they like so they clearly believe he can do it. Just on the surface, the fit in Green Bay’s defense would appear to be ideal.And when you consider Ford would slot in on the opposite side of Clay Matthews, Green Bay fans can have a lot to dream about. Thousands of Bloggers Struggle to Withstand Wave of DDoS Attacks Against LiveJournal

The company says that the attacks have targeted a number of different users’ journals, some of whom are political in nature. While a small number of users may be targeted, all users lose their ability to publish and read on the platform when the site is taken down. “LiveJournal believes strongly in the ideal of freedom of expression,” the company said, “and we’re working very hard to ensure that users around the world have a place where their voices can be heard.”Among those affected is Russian President Dmitry Medvedev, who began blogging on Russian-owned LiveJournal two years ago this month. “As an active LJ user, I believe the hackers’ actions to be outrageous and illegal,” Medvedev reportedly wrote in Russian on his blog this week. “Both the administration of the blog and law enforcement agencies must look into the matter.”LiveJournal said it is making extensive but un-described technical changes to try to fight off the attacks. Nearly 400 users posted comments expressing support for the company’s efforts (or listing their birthday wishes if they were born this month, the news update concerned several matters) within the first few hours after the statement.“These attacks are insane,” commented fiction writer and paid-account holder McGarryGirl78. “I’m glad you guys are doing everything you can but the frustration does start to get to me after a while. The Lure Of Broadcasting Our Politics On Social Media


first_imgAfter months off the Facebook wagon, I tentatively took a step back on this week. There were a few friends that I struggled to keep up with offline, and I wanted more contact with them. What I didn’t want was a constant barrage of politics. Maybe I just chose a bad week to get back on Facebook. After all, what with the Supreme Court’s momentous ruling on same-sex marriage, there was bound to be virtual cheering and fist-pumping on one side, or anguished hand-wringing on the other. And for good reason: it’s a big deal that affects us all.Yet even for these high-profile issues that deeply matter, many of us don’t want to have a friendly place to mingle turned into London’s Speakers’ Corner, with friends and family broadsiding us with politics.And why do we think that a Facebook or Twitter post is the right way to communicate our personal views to the world, anyway?Think about it. When was the last time you started a conversation with a friend or co-worker by shoving a picket sign into their face? Or, really, when was the last time you started a conversation with a political statement at all? At least since the golden age of the French salon, politics and religion have been excluded from polite conversation. Yet on Facebook and Twitter they’re front and center.Why?Politicking To Bolster Self-EsteemAccording to research by professors Keith Wilcox and Andrew Stephen, “people present a positive self-view to others,” which in turn causes them to feel good about ourselves and decreases our self-restraint. We’re all familiar with this as it pertains to our pictures of perfectly assembled meals (“Look at the food I get to eat!”, our selfies in front of famous tourist attractions (“I live a glamorous life of travel!”) and nights out on the town (“My life is so fun!”). As much as we dread seeing others show us their highlight reels, we do it ourselves.But how does this apply to our political posts? Following this same research, posting political statements may be a way of telling friends and followers “I’m enlightened.” We want people to see that we’re on the right side of a particular discussion, which is easy on Facebook, in particular, because we tend to congregate with like-minded people and get positive reinforcement in the form of “likes” and “attaboy/girl” comments.Indeed, this may contribute to helping us feel less lonely, as another study found. In this University of Arizona study, the mere act of posting to social networks—even absent any feedback in the form of comments or likes—led to an increased sense of well-being. Perhaps telling the world our political beliefs makes us feel engaged and in partnership with other like-minded people who surely must be out there, reading our posts.The irony is that while such rewards apparently motivate our online politicking, we generally aren’t convinced by others’  political screeds. We either nod our heads in agreement with like-minded individuals or dig in our heels against conflicting opinions. Or, in my case, we’re turned off both by those with whom we generally agree and disagree.Yet this doesn’t seem to inhibit the ego-boost and sense of well-being we get from raising our own virtual pickets.Can I Turn This Thing Off?Whatever our motivations for foisting our opinions on others, is there a good way to avoid others’ political posts? After all, as much as I’d like to simply unfriend or unfollow friends and family who persist in telling me how they feel about genetically modified salmon or President [insert your least favorite president here], that’s not always possible. After all, I love my mom.During the election season, when political sloganeering reached fever pitch, Jason Perlow (who posts far too much about food but nothing about politics) walked through how to use Social Fixer to cut down on political clutter. I’ve found that it works well, though only for Facebook. Also, it requires constant feeding to weed out the latest social or political cause your friends now want to share at you. Still, it’s a good start.Civil Discourse For A Civil SocietyUnfortunately, that’s all it is. Because let’s face it: until people stop broadcasting their political beliefs, no filter is going to perfectly block them. Kind of like spam in our email inboxes.Hence, maybe the best we can do is to take care that the next time we want to tell the world why they should vote for X, or care about Y, we remember just how ineffective it is when others yell their beliefs at us, and forbear. A SAD LOSS FOR THE TOUCH COMMUNITY


first_imgIt is with sadness that the Australian Touch Association recognise the passing of Keith Sambo on January 24. Heavily involved in Touch in both the Northern Territory and Queensland, Keith was a constant face in both the National Touch League scene and within Junior Development. He will be sadly missed by all who knew and were involved with Keith. The ATA would like to offer its sincere condolences to all of Keith’s family and friends.
