El 17 de mayo culminó el confinamiento de Oscar López Rivera luego de pasar los últimos tres meses bajo arresto domiciliario en casa de su hija Clarisa López Ramos como requisito para la conmutación de su pena de 70 años por ‘conspiración sediciosa’, otorgada por el ex-presidente Barack Obama. Por fin podía encontrarse con su pueblo, de cara a cara, libremente. Por fin ese pueblo que se unió en el reclamo por su liberación pudo escuchar su voz, clara y fuerte.Para darle la bienvenida pública, decenas de personas comenzaron a aglomerarse cerca de las 6 de la mañana frente al edificio donde reside con su hija. El coro de estudiantes de la Universidad de Puerto Rico le ofreció una serenata, cantando lo que se ha convertido en un segundo himno patrio, Verde Luz, cuya letra incluye la estrofa “para ti quiero tener libre tu suelo, sola tu estrella”; un himno por la independencia boricua.Luego, a las 11 de la mañana en el Escambrón, frente a ese mar que por 36 años estuvo añorando, dio comienzo a su primera conferencia de prensa que estuvo repleta de simbolismos. Comenzó explicando su pedido de que fuera frente al mar, para destacar tanto la importancia de éste para el archipiélago boricua, como por el papel que podría jugar en fomentar la economía. Esto, alusivo a las medidas de privatizaciones de bienes y recursos que la dictatorial Junta de Control Fiscal impuesta por el Congreso de EUA quiere aplicar en el archipiélago para saldar la deuda ilegítima de más de $70 mil millones.Iba vestido enteramente de negro, de luto. Mencionando seis razones para ello que muestran su gran sentido humano y solidario: Porque en prisión nunca pudo vestir de luto luego de la muerte de camaradas y personas queridas, incluyendo la muerte de su madre; por solidaridad con la comunidad LGBTQ en ese Día Internacional Contra la Homofobia y la Transfobia; en solidaridad con el Movimiento Las Vidas Negras Importan; por el amor a su pueblo; por solidaridad con prisioneros y prisioneras políticos en cárceles estadounidenses incluyendo a la puertorriqueña Ana Belén Matos; y por solidaridad con las y los estudiantes de la Universidad de Puerto Rico quienes han estado en huelga desde el 28 de marzo.Importantes declaraciones fueron expresadas por este héroe nacional. Desde sus planes y objetivos, hasta sus posturas políticas revolucionarias.Su firme denuncia de la Junta de Control Fiscal dejó bien clara su postura en defensa del pueblo y contra el imperialismo. “Ninguna solución que salga de la JCF es buena para el pueblo” puntualizó.Momentos críticosLa presencia física de Oscar en el movimiento se da en los momentos más críticos de Puerto Rico. La lucha en este período decidirá si la nación boricua – Borikén, por su nombre taíno – permanecerá y avanzará hacia su soberanía, o si revertirá al “Porto Rico” – nombre dado por los EUA al asumir el dominio, convirtiéndose abiertamente en patio de las especulaciones del capital foráneo, primariamente estadounidense, donde el menguado pueblo boricua que quede, servirá solo de servidumbre a los nuevos habitantes. Ya esto lo notó Oscar a pocas horas de recorrer algunas de las viejas calles que recordaba de joven. Comentó sobre el proceso de aburguesamiento de antiguos vecindarios de clase trabajadora y el notable aumento de residentes estadounidenses. Advirtió sobre el posible peligro de que PR se convirtiera en otro Alaska o Hawái, donde los nuevos residentes estadounidenses se constituyeron en mayoría, afectando así el poder electoral y decisivo.Se lamentó de la fuga de cerebros. Esta fuga, que merma la capacidad productiva de PR al emigrar jóvenes adiestradas/os, profesionales – la mayoría educada en la universidad pública con fondos del pueblo boricua – irán a producir al mismo país que ha impuesto una deuda al archipiélago y ha destruido toda posibilidad de desarrollo económico que beneficie al pueblo y no a las corporaciones foráneas.Criticó las firmas foráneas como la Du Pont y la Monsanto que han inundado al país utilizando a PR como base de experimentos que envenenan el ambiente y destruyen la capacidad criolla.Plan de acciónA pesar de repasar la dura realidad boricua, el mensaje de Oscar fue uno de esperanza y compromiso con la lucha.Esbozó sus planes. Primero, completar su agitada agenda de viajes – al otro día a Chicago donde vivió desde la adolescencia, de vuelta a PR a las 24 horas para ir a San Sebastián donde nació. Además, visitará varias ciudades en EUA, incluyendo a la Ciudad de Nueva York donde depondrá ante el Comité de Descolonización de Las Naciones Unidas.También estará presente el 11 de junio en la Parada Puertorriqueña de Nueva York, lo que ha sido objeto de críticas derechistas. Si verdaderamente amamos la patria entonces no debe de ser tan difícil unirnos. Hacerlo porque amamos la patria. Porque si no lo hacemos la perderemos. Puedo afirmar con plena confianza que amar la patria no cuesta nada, lo costoso es si la perdemos. Y si continuamos por el rumbo que vamos, Puerto Rico no va a ser nuestra patria”. Ir a todos y cada uno de los 78 municipios para tener diálogos con el pueblo, escuchar sus preocupaciones y así poder trabajar por la descolonización y la independencia más efectivamente.Saludos internacionalesParte importante del mensaje de Oscar fue el agradecimiento al pueblo que luchó unitariamente por su liberación, incluso bajo diferentes banderas ideológicas.Pero un especial agradecimiento fue para los gobiernos de Cuba y Venezuela, mencionando de forma individual a los Cinco Cubanos.Asimismo, Oscar recibió llamadas y mensajes del Presidente Nicolás Maduro de Venezuela, y de Raúl Castro de Cuba. El mensaje de Fernando González, uno de los Cinco, fue especialmente conmovedor, pues ambos compartieron una celda durante cuatro años.Con respecto a Venezuela, y en contestación a preguntas hostiles de los medios que lo acusan de defender al Presidente Maduro, Oscar respondió que quien es culpable de la violencia en ese país es la intervención de Estados Unidos. Reporters Without Borders denounced today as “disgraceful” the Polish government’s “over-reaction” in demanding that Germany apologise for a German newspaper article making fun of Polish President Lech Kaczynski and his brother. The outspoken German daily Tageszeitung ran an article on 25 June by reporter Peter Kohler headed “The New Polish Yokels,” saying the president was against gays and making fun of his twin brother Jaroslaw (who heads the ruling Law and Justice Party) because he still lived with his mother. President Kaczynski today called the article “vile” and “disgusting.”The worldwide press freedom organisation said the demand was “unworthy of a European head of state who supposedly respects freedom of the press.” It asked why a European Union member-state was threatening journalists with imprisonment for criticising politicians and said “outdated” Polish laws providing jail sentences for press offences were against European standards and needed to be “urgently amended.”Furious Polish officials compared the newspaper to the pro-Nazi German press and called on 4 July for the German government to condemn the article. As Valentine’s Day approaches, I thought I would get an early start on my day-long celebration of commercialism and over-the-top flattery.This year, though, times were tough, so instead of going to the grocery store and spending my dimes on a glittery Hallmark card, I decided there was no better way to honor those who deserve a little extra love than with a nice spotlight.There are a lot of deserving candidates who could use some care and compassion right now.And no, I’m not talking about you, Everson Griffen and Mitch Mustain.No, this year, the roses and chocolates go to an especially unsavory cast of characters, who, in the words of Bon Jovi, “just want to be loved.”This toast is for college basketball’s cavalcade of quitters.(Cue the music to Bud Light’s “Real American Heroes.”)Today, I salute you, Mr. My-Minutes-Have-Been-Cut-So-It’s-Time-To-Quit-And-Transfer guy.That’s right, Larry Drew II of UNC, Bryce Jones of USC, Devoe Joseph of Minnesota and Gary Franklin of Cal — this is for you.PTPer used to stand for Primetime Player.But we all know you love yourself and your minutes more than you love the team, so the acronym has been fittingly changed to playing time pouter.When the going got tough in your relationship with coaches, who, by the way, have accumulated three national championships and almost 2,000 wins among them, you ignorantly got up and bailed.I get it.As the big man on campus, you expect to be treated well from day one.It’s nice to be coddled and fawned over by the local media and even Division I coaches around the state when you’re a recruit, but once you enter college, it’s time to grow up.Regardless of what you were told during recruiting trips, a starting spot is not earned based on past merit or scrapbooks full of amateur accomplishments.When you average 25 minutes a game as a starting guard at Cal, you can’t shoot less than 30 percent from the floor through 13 games, Mr. Franklin. Especially when you are trying to share the backcourt with 2010 California Gatorade Player of the Year Allen Crabbe, who, during that same 13-game span, averaged more points per game on higher field-goal and three-point percentages.As for you, Mr. Jones, whether it was an alleged fight in practice or the emergence of junior guard Jio Fontan that did you in, maturity is shown by what you do when the odds are stacked against you.Even with all the athleticism in the world, there are no excuses for the disappearing acts that began before the Fordham transfer was cleared to play. Not to mention a disastrous assist-to-turnover ratio that fell below one.It’s sad when this saga of missteps makes a Christina Aguilera anthem blunder look like a tale of character, but in the case of Mr. Joseph and his on-again, off-again battles with Minnesota’s coach Tubby Smith, there is nothing beautiful about this situation no matter what they say.After being suspended for the team’s first six games, Joseph’s emergence was the only thing more surprising in Minneapolis than an old, domed stadium caving in during a snow storm.With Joseph’s poise and a knack for being clutch in late-game situations, Gopher fans believed a Big Ten regular season championship could be on the horizon for the first time since 1982.So much for that.When the ball dropped to ring in 2011, Mr. Joseph dropped his own proverbial ball when he opened his mouth to teammates about wanting to transfer.Of course, he no longer is with the team, and they seem to be doing fine without his services, currently sitting at No. 25 in the ESPN/USA Today Coaches Poll.They say a seasoned point guard in college is like a fine bottle of wine — with age, they are a lot more enjoyable to coach. Mueller, however, has had a change of heart as top Democrats have remained unsatisfied with the results of his investigation. Mikeysp has just visited a friend’s lakeside cabin and come away with serious reservations about an attached deck built over a steep embankment. Scenic, possibly, but in Mikeysp’s view, a disaster waiting to happen. The design includes a 4-foot cantilever of the 2×8 framing, structural posts that seem inadequately anchored at the ground, and a lack of lateral support. “I warned him that it is unsafe,” Mikeysp says in a recent Q&A post. “If that were to fail, it could go down, into the water, and really harm someone, whether elderly, young, or rendered incapacitated from the impact with debris or entangled in the mess.”RELATED ARTICLESGreen Deck GuidePatio or deck?Using Reclaimed Wood for Porch DeckingSynthetic Decking Takes OffDecks and Porches The problem might be put on hold, except that the owner is planning to have 20 family members over for Thanksgiving. He wants to know whether anything can be done now to make the deck safe. Says Mikeysp,”If that thing went into the water with half his guests on there, it would surprise me if it did not end in at least one fatality.” Among Mikeysp’s ideas are to add cross-bracing for the 4×6 support posts, find a way to anchor the posts to the ground, lift the deck up and put in new posts, or find a way to eliminate the cantilever with new bracing. Or should the whole thing just be ripped down? That’s the topic for today’s Q&A Spotlight. It’s time to call in a pro This is no time to rely on advice from an online forum, says Akos. “There are a lot of structural issues here,” Akos writes. “You are right to be worried. Finding a fix through an internet forum is not the best way to go. I would get a structural engineer to spec the details.” At a minimum, Akos recommends lateral support for all columns, meaning cross-bracing in both directions, and a more robust connection between the columns and the main beams than the bolts now appear to be holding the structure together. “I second Akos’ opinion,” says GBA Editor Brian Pontolilo. “Get some local professional help with this.” Bolt connections are a problem Zephyr7 finds the bolted connections especially troubling. “You’re not supposed to have bolts taking load like shown,” Zephyr 7 says. “The joist should rest on top of the column, or in a notch cut into the column so that the bolt is just holding the assembly together but not actually carrying any load.” If bolts are used to carry that kind of load, the builder would have had to consider the shear stress in the wood and used better hardware than what’s typically on sale at the hardware store. “It gets a lot more complicated,” he says. Among possible remedies are the addition of some steel in the cantilevered span so the outermost columns could be eliminated. That would get the posts a little farther from the water, a plus. He also wonders whether screw piles could be used to anchor the posts to the ground rather than concrete. “Concrete can sometimes be difficult to work with near a body of water if the hole can’t be kept clear of water during the pour,” Zephyr7 says. “Screw piles don’t have this problem.” Some of these details are covered in a publication of the American Wood Council that sums up basic code requirements. The publication is recommended by Malcolm Taylor. The cantilever is too big Graham Love suggests that the cantilever should be a maximum of 36 inches, not the 48 inches as built. “The cantilever distance is determined by the length of the joist,” he writes. “As is stated in the [document] provided by Malcolm, the cantilever can be 1/4 the length of the span of the joist. With a 16-foot deck joist and a 4-foot cantilever, that means the span is 12 feet from ledger to beam.” Tyler Keniston also points to an apparent anomaly in the code recommendations for overhangs that Taylor has cited. In some cases, the allowable cantilever is smaller when the joist spacing is tighter. For example, the overhang with 2×8 framing is 2-foot-4 when joists are on 24-inch centers but only 1-foot-10 when on 12-inch centers (as this particular deck is framed). Zephyr suspects the reason is that the greater loads allowable with closer joists spacing also increases the dangers of shear stress. “Basically I think they’re assuming the closer spacing is to allow higher floor loads, and the ultimate allowable shear strength for the wood becomes more of an issue,” he says. Maybe the cantilever exceeds code limits, but Keith Gustafson is more concerned with what isn’t visible: How is the deck attached to the building? What condition are the posts in? “The deck is unlikely to flip into the water from the cantilever,” Gustafson writes. “Mode of failure is the posts fail sideways, the entire deck surface becomes a parallelogram and falls down as the bolts pull through the wood at the attachment. The right answer is to not let a bunch of people hang out on the deck. The legalistic answer is to post a sign saying the deck is a POS.” If forced to come up with some repairs, he would diagonally brace each post in both directions, run new diagonal supports under the deck joists and screw the diagonals to the joists, and beef up the attachment points to the house. Don’t get involved The advice from James Someone is pretty simple: “Rebuild that mess.” So would Peter Engle. “As a forensic engineer, my alarm bells aren’t so much ‘Danger Will Robinson,’ but the team of attorneys that are waiting in the wings,” says Engle. “If you touch a POS like that, you own it and [it’s] liability. Even a well-crafted waiver isn’t going to help much if someone gets killed. If you do try to improve this deck as a ‘favor,’ drive a rented truck, get paid in cash, and wear a fake beard and hoodie.” There are too many issues here to make fixing the deck worthwhile, he adds. “Doing things right sometimes costs actual money,” he adds. “But when the downside of doing things wrong is a serious risk of bodily harm, is the view from your cheap-ass homebuilt deck really worth it?” Our expert weighs in GBA Technical Director Peter Yost has a few closing thoughts: It was easy to decide on adult supervision for this one; I enlisted the expertise of a leading local engineering firm, Stevens & Associates. I sat down with Ben Harwood, a project engineer, to discuss this Q&A Spotlight. Here are the key takeaways from my conversation with Ben: Good prescriptive reference: There is a good reference for deck construction, including cantilevered decks: AWC Prescriptive Residential Wood Deck Construction Guide. But remember that if there is any deviation from the prescription of the detail, then all bets are off. Good engineering discussion forum: There is a really active forum for engineers, including structural engineers, here. You can use the forum as a non-member but, like GBA, you get the best results if you sign up as a member, and like GBA there is no cost to being a member. The forum is highly technical, but typing in something as straightforward as “cantilevered deck” can lead to good results. It could only improve if you became a member and posted your structural question directly. As with most internet sources, this forum is a good place to start your research and establish strategies for a solution, but you should not rely on it for final decisions or a design. What an engineer needs to know to help with this deck: Ben Harwood asked the following questions about this deck: Is it tied to the building? No surprise this has a big impact on the deck’s stability. If it is attached to the building, how is it attached? Directly, or with a free-draining gap. What are the types and number of fasteners? Proper connection of any deck to a structure is complicated. What is known about the concrete piers? Are they reinforced? How deep are they placed? What is known about the soils and geology of the site? There are always rules you can follow, assuming worst-case conditions, but that’s not really engineering. A 4-foot cantilever can be done, but it needs to be engineered, particularly to include railings. Are you surprised that an engineer essentially says that you need an engineer? I bet not. But in this case, as Ben remarked in closing, “This deck is not going to fail when not loaded and slip slowly into a problem. Two occupants of the minivan under the age of 18 were pronounced dead at the scene, while a third youth was airlifted by STARS Air Ambulance to a hospital in Alberta.The injuries sustained by the other 8 occupants of both vehicles were unspecified, though Cpl. Prior warning issued by India Meteorological Department puts Odisha on high alert as the storm will approach its coast in a matter of hours, and there is a strong likelihood of the storm to approach the adjoining districts of north-central Andhra Pradesh on May 03. IMD predicts heavy to very heavy rainfall in few places over the coast of Odisha and neighbouring Andhra Pradesh on May 03 and 04 while West Bengal will see light to moderate rainfall in most places and heavy rainfall in isolated places near the coast.
